General Instructions
Please email [email protected] for any inquiries.
Please complete a S.U.B. application within 48 hours if you are:
- Laid off (including one or two day calls)
- Unemployed
- Going on Workers Compensation
- Going on Disability
- Jury Duty
- Bereavement for the death of immediate family members
All members requesting S.U.B. Benefits must register at:
- Out-of-Work list of Local 98, within two days of layoff
- Michigan Unemployment Insurance Agency (UIA)
When you are collecting your S.U.B. payment, you must submit your UIA Benefit Payment History statement to the S.U.B. office in a timely manner. Please keep in mind:
- We cannot pay more than four weeks of S.U.B. at a time.
- Your bank statement or UIA debit card will no longer be accepted as proof of receiving state benefits.
- You must provide the Benefit Payment History statement from the UIA website from Michigan or out of state.
- For out of state claims: In the event you cannot access an online account, you must provide a Determination Statement of your claim.

Filing for Unemployment with the State of Michigan
Filing for unemployment with the State of Michigan can be done two ways:
– File Online at the MiWAM (Michigan Web Account Manager for Claimants and Employers)
OR
– File by phone at +1 (866) 500-0017
Both methods can be used to file either a new or additional (reinstatement of benefits) claim. You can also go to the main Michigan Unemployment Insurance Agency site for more information.
Filing for Unemployment with the State of Michigan
To file a new claim you must qualify for unemployment benefits. The qualifications are listed in the How do I qualify for unemployment benefits? section of the Frequently Asked Questions document.
Requirements
- Have lived and worked only in Michigan during the last 18 months.
- Have not filed an unemployment claim within the past 10 years.
- Have no wages from the federal government.
MARVIN (Michigan Automated Response Voice Interactive Network)
Use MARVIN to phone in your continued weeks of benefits. This is MANDATORY! Mail-in forms are no longer accepted. Call MARVIN for more information:
Call 1-866-638-3993 to certify for unemployment benefit payments. Monday – Friday; 8:00 a.m. – 4:30 p.m.
Certification by phone is not available when offices are closed for State Holidays.
UIA Direct Deposit
Applicants will have the option of having direct deposit into their personal checking account or on to an UIA issued debit card.
Unemployment
Members must bring in your UIA Benefit Payment History statement to the S.U.B. Fund office within four weeks after receiving it or you may be disqualified to receive S.U.B. benefits.
Your bank statement or UIA debit card will no longer be accepted as proof as receiving state benefits. You must provide the Benefit Payment statement from the UIA website.
A member who quits a job or is fired will be placed at the bottom of the Out-of-Work list and is not eligible for S.U.B. pay until returning to work, then laid off again.
Disability (sick or injured, non-occupational)
Members who are paid a weekly disability benefit by Plumbers Local 98 Insurance Fund for three or more working days (Monday thru Friday), are entitled to a S.U.B. benefit for each such week providing they are not paid for more than 16 hours of work at the straight time rate during the seven day period.
Workers Compensation Benefits (injury on-the-job)
Members who are paid workers compensation benefits for three or more working days (Monday thru Sunday), are entitled to a S.U.B. benefit check providing they are not paid for more than 16 hours of work at the straight time hourly rate during the seven day period.
