5. Licensing
In the State of Michigan, a person must be a licensed journeyman or registered apprentice to install plumbing. In recent years there has been a push by some in the Michigan Legislature to weaken the Michigan Plumbing Law and the Michigan Plumbing Code. Would you support legislation that strengthens both?

Current Michigan Plumbing Law requires a worker to be a licensed journeyman or registered apprentice to install plumbing in a Water Treatment Plant and in all other businesses, homes, factories, hospitals, hotels, etc. There is NO requirement for a worker to be a state licensed plumber on the piping in between these buildings. Would you support legislation which would require workers to be state licensed plumbers when installing water mains and sewers?

6. Prevailing Wage
In 1965, Michigan enacted the Prevailing Wage Act (P.A. 166) to establish labor rates within construction projects financed by state government. Since then, Prevailing Wage Rate Ordinances have also been adopted by many local units of government for bidding on local government projects.

7. Under pressure from interest groups, many public entities have turned to privatizing some services, such as bus transportation, custodial work and other critical support roles. Privatization often means that important, publicly funded work will go to the lowest bidder, regardless of the bidder’s skills, training or safety standards.

8. A Project Labor Agreement (PLA)
PLA is one way of assuring quality construction on a building project. PLAs ensure that local standards are maintained and they promote labor harmony. The legislature has passed legislation that prohibits PLAs on publicly funded projects.

9. A misconception of many elected officials is that they have the responsibility to take the lowest bid for construction projects. In fact, your duty is to take the lowest responsible bid and to consider factors such as skilled labor, safety issues and employing local residents.

10. Right to Work
In 2012, Michigan adopted so-called “Right-To-Work” legislation that requires unions to provide services to workers who refuse to pay their fare share for representation. The legislation makes organizing and bargaining for wages more difficult and costly for workers. Michigan repealed it’s Right to Work Law in March 2023, with the law taking effect on February 13, 2024. This marked a significant shift in Labor policy, allowing unions to require all employees in a unionized workplace to pay union dues, regardless of their membership status.

13. Data Centers
Data centers are rapidly expanding across our region, bringing billions in investment and major infrastructure demands. These facilities rely on complex industrial process piping systems, including plumbing and cooling systems that are critical to their operation.
What is your position on ensuring that publicly incentivized data center construction projects utilize highly trained local union labor, including skilled trades like Plumbers Local 98, to perform this specialized work? And will you support policies that protect fair jurisdictional standards and prevent the exclusion of qualified local trades from this growing sector?
